CDBG-DR Homeowner Assistance
Program (HAP)

Client: Texas General Land Office (TxGLO)

Metric is currently tasked with the provision of environmental services and damage assessments in support of the Texas General Land Use Office (TxGLO)’s Homeowner Assistance Program (HAP) aimed at helping Texan homeowners recover after Hurricane Harvey. Additionally, our team is conducting Tier 2 site specific environmental reviews for properties assisted by the program to comply with 24 CFR Part 58, existing programmatic agreements, and all related laws and authorities.

In addition, our team is also tasked with inspections to survey storm damage and gauge construction progress. Metric has scheduled and conducted hundreds of field inspections to document storm damage in each home to create a detailed damage cost estimate using Xactimate and in accordance with program procedures.

Due to the need to efficiently process thousands of documents and create tens of thousands of maps, Metric designed a custom GIS web application that draws from existing regulatory databases and produces consistently formatted maps which has streamlined production and improved quality control.
