CDBG-DR New York Rising Housing Project

Client: New York Governor’s Office of Storm Recovery (GOSR)

Metric assisted the State of New York Governor’s Office of Storm Recovery (GOSR) with services to support its administration of CDBG-DR funds. Specifically, we were tasked with administering the Rental Properties Program and the Affordable Rental Opportunity Program. The Rental Properties Program aided owners of storm-damaged rental properties of all types and sizes by offering full-time, year-round leases at the time of Superstorm Sandy, Hurricane Irene, or Tropical Storm Lee. 

Metric ensured the GOSR maintained compliance with CDBG-DR regulations and the Action Plan that was developed to execute the program. To do so, our team developed and issued program guidance on eligibility issues, establishment of criteria for due diligence in applicant contact and application completion, coordination with environmental and construction teams, review of applicant concerns and questions, and the development of programmatic level policies to support the State of New York’s goal of streamlining policy across numerous housing program projects. As the Program Manager, we performed timely intake processing, eligibility determinations, and award and closeout processes for approximately 1,400 applicants.
